At a more specific level, ECREEE's mission contributes to several goals of the ECOWAS Regional Strategic Plan 2011-2015. In 2003, the ECOWAS Energy Protocol envisaged the improvement of energy efficiency and increased use of RE sources. In 2006, the ECOWAS/UEMOA White Paper on access to energy services for populations in rural and peri-urban areas was adopted. It forecasts that at least 20% of new investment in electricity generation should originate from locally available renewable resources, in order to achieve self-sufficiency, reduced vulnerability and sustainable environmental development.

Welcome to Cape Verde Wind. Our purpose is convert the natural energy of the wind into power in order to bring abundant and renewable electricity and fresh water to the island nation of Cape Verde. Our company is comprised of both expatriates of the islands and renewable energy experts. We understand the plight of the islands inhabitants and their lack of adequate power and water, as well as understanding how to harvest the abundant natural winds that continually flow over these islands. Our purpose is to convert the wind into wealth for the people of the islands... Our team consists of a collection of technology partners from the United States, Denmark and Australia who have past experience in planning, developing and operating wind turbine facilities and fresh water desalinization facilities. We have developed a unique approach of wind/diesel power plants and water desalinization 'modules', several of which could be located on each of the islands. These facilities are then 'plugged into' the island's fragile electrical grid in order to provide both increased stability and capacity to the system. Fresh water is provided as a by-product of wind power during periods of low power usage. This application will soon find use in many other areas of the world with such needs.
